School History

Naresuan University Phayao Campus was established according to the cabinet resolution dated 20 June 1995 that gave the green light to “Project for the Distribution of Education to the Regional Areas (Phayao Province) by Naresuan University”. On 8 October 1996, the cabinet resolved to change the campus name to Naresuan University Phayao Campus. The current location of the university is in Mae Ka Sub-district, Muang District, Phayao province. Naresuan University was granted permission from Ministry of Interior and Phayao province authorities to make use of the land as the university site.

In the fiscal year 2003, Naresuan University Phayao Campus developed the administrative structure and offered programs of study that responded to the government policy and the educational demand of young people. Law students were first admitted in that year into Academic Cluster of Liberal Arts. In 2008, Division of Law was separated from Academic Cluster of Liberal Arts and later became School of Law, University of Phayao.

School of Law, University of Phayao, is committed to producing graduates who are knowledgeable and skilled in laws, and complete with the code of professional practice, integrity and social responsibility. Graduates are expected to serve the society and economy throughout the upper-northern region with quality.


Law is the science of the understanding of regulations which is the norms for living together in a human society, and of the use of the regulations in upholding justice.

  1.  Produce graduates who possess both knowledge and integrity and who can apply the knowledge to meet the needs of the society.
  2. Promote studies, investigations, and research for new knowledge for the academic and social benefit.
  3. Support the preservation, promotion and creation of art and culture.
  4. Support the provision of academic services, participation with the community, and academic collaboration with institutes inside and outside the country for the benefit of national development.
  5. Encourage the development of the School’s personnel to have efficiency and quality.
  6.  Aim to become an institute of higher education that is distinguished in the production of quality law graduates, and that the society, especially the upper-northern provinces, can depend upon.

Instruction and Learning

  1.  Focus on enabling students to be knowledgeable and skilled in the science of law with the help of research studies by the instructors and extra-curricular activities to increase the students’ experience. Encourage the students to have professional trainings at government bureaus and offices such as the court of justice, Phayao Public Prosecutor Office, Office of Legal Execution, Probation Office, Phayao Provincial Police Station, including private organizations such as law offices.
  2.  Promote and support the establishment of Students Association and students clubs to enhance the students’ knowledge, creativity, and wisdom.
  3. Promote and support academic, sports, recreational and health activities and projects organized by students, including activities for social works, environmental preservation, and art and culture promotion.
  4.  Promote and support the development of the advisor system both for academic aspects and for non-academic activities.


  1. Focus on encouraging academic and non-academic staff to engage in more studies, research works and the development of new knowledge.
  2.  Focus on the provision of funds and budgets from both inside and outside the university as well as on the provision of supporting factors to assist researchers.
  3.  Focus on supporting collaborative research with government and private organizations to share and exchange the research knowledge and competence.
  4.  Focus on making use of the knowledge derived from research studies in classroom instructions and learning.
  5. Focus on the publication of research works both inside and outside the country.

Academic Services

  1. Focus on providing academic services regarding laws to government and private organizations as well as to the general public.
  2.  Focus on promoting collaborations of academic service projects, especially in the upper-northern region.

Promotion of Art and Culture

  1.  Promote and support the conscience of being Thai and instill the conscience of integrity and ethics in the instructors, supporting staff and students.
  2.  Promote and support projects and activities that help instill the desired culture and values in the students, staff, organization and society.
  3.  Promote and support collaborative art and culture promotion projects with organizations inside and outside the university to uphold Thai art and culture. Contribute consistent participation in art and culture promotion activities held by the university and the community.
