On September 7, 2026, the Division of Building and Facilities, University of Phayao, led by Mr. Nattawut Somyarone, Assistant to the President, together with Mrs. Niracha Techakulviroj, Head of the Administration Section, and personnel of the Division, participated in a study visit on negative news management and crisis communication. The visit was held under the project "Development and Capacity Building for Personnel of the Division of Building and Facilities, Fiscal Year 2026," at Meeting Room 1, Environment Department, Bangkok Metropolitan Administration City Hall, Din Daeng. Ms. Woranuch Suaykhakhao, Director of the Environment Department, Bangkok Metropolitan Administration, and Ms. Lalida Kangwanchirathada, Secretary of the Environment Department, together with department officials, welcomed the group and facilitated the exchange of knowledge and experience.

During this study visit, personnel of the Division gained knowledge of the operational approaches and communication management processes of the Environment Department, Bangkok Metropolitan Administration, with an emphasis on responding to and managing news in various situations, building environmental engagement, and managing and disseminating information to the public. The visit covered three topics, as follows:

1. Public relations communication in crisis situations for the Bangkok Metropolitan Administration
Mrs. Thipphawan Phukphetai, Head of the Public Relations Section, shared knowledge and experience on the process of responding to negative news, including monitoring and assessing situations, analyzing issues, determining communication approaches, and undertaking proactive communication, in order to build accurate understanding, reduce the impact of situations, and maintain public trust in the agency.

2. The "No Mixed Waste at Home, Sort to Reduce Fees" Project
Ms. Wannipha Wongyara, Head of the Solid Waste Sorting Development Group for Area 1, presented approaches to building knowledge and understanding of waste sorting, promoting participation from the source, and creating concrete incentives for the public to change their waste management behavior.

3. Approaches to communicating information on PM2.5, the Heat Index, and the BKK Air One system
Ms. Phimonphan Hansuek, Senior Environmental Officer, presented approaches to monitoring, analyzing, and communicating air quality information, particularly regarding PM2.5 particulate matter and the Heat Index, and introduced the use of the BKK Air One system for tracking and issuing air quality alerts so that the public can access information quickly and in a timely manner.

Following this, the Division visited the Air Quality Data Center to learn about the working process, including data collection, analysis, processing, and presentation, as well as to learn about system design and the selection of tools appropriate to the nature of the data and the target audience.

This study visit enabled personnel of the Division of Building and Facilities to gain knowledge and ideas on operations in various areas, particularly negative news management and crisis communication, from analyzing situations and planning responses to selecting appropriate communication formats. It also provided insight into applying technology and AI in data analysis, dashboard development, and clear and understandable communication of information, as well as in providing services and responding to inquiries appropriately. This knowledge can be applied to develop the Division's public relations, communication, and information management work to be accurate, fast, systematic, and effective in meeting the needs of service users.
